Telehealth is Here to Stay: Post Pandemic Guidance

Telehealth Extensions:
May 11, 2023 – December 31, 2024
Summary
With the passage of the Consolidated Appropriations Act of 2023 (CAA 2023), the Biden Administration extended telehealth flexibilities through calendar year 2024, including:
- The definition of Originating Site is extended to mean any site in the U.S., including an individual’s home, at which the telehealth eligible person is located at the time of service.
- The definition of Practitioner(s) is extended to include qualified: occupational therapists, physical therapists, speech-language pathologists, and qualified audiologists.
- Extension of authorizations of services and reimbursements provided by Rural Health Clinics and Federally Qualified Health Centers.
- A delay of reimbursement requirement for physicians to conduct in-person exams (within six months before an initial service) until January 1, 2025.
- That telehealth services using audio-only is covered and reimbursable.
- That using telehealth for face-to-face encounters before recertification for eligibility for hospice care is permissible.
- That HDHPs with HSAs may cover telehealth services on a pre-deductible basis from December 31, 2022, through January 1, 2025.
